The Partners for Climate Protection (PCP) program is a network of Canadian municipal governments that have committed to reducing greenhouse gas emissions and acting on climate change. It’s the Canadian component of ICLEI's Cities for Climate Protection (CCP) campaign, which involves more than 1,000 communities worldwide. PCP is a partnership between the Federation of Canadian Municipalities (FCM) and ICLEI Canada.
The PCP program aims to provide municipal and regional governments with the support they require to identify and address local sources of GHG emissions. Guided by a five milestone framework, participants work to develop local GHG inventories, set GHG reduction targets, develop and carry out local climate change action plans, and monitor results. The program currently engages 230 Canadian municipalities—from coast to coast to coast!
ICLEI provides technical support to PCP members as they work their way through the milestones. We also review submissions to ensure they meet the requirements for milestone recognition.
The five milestones are:
- Creating a greenhouse gas emissions inventory and forecast;
- Setting an emissions reductions target;
- Developing a local action plan;
- Implementing the local action plan or a set of activities;
- Monitoring progress and reporting results.
The PCP Measures Report is a nationwide survey that documents and measures municipal initiatives to reduce GHG emissions. Each year, ICLEI and FCM ask PCP municipalities to submit information on the different types of initiatives they have undertaken to reduce GHG emissions. These initiatives can range from simple energy efficiency retrofits at municipal facilities to large-scale investments in district energy systems. Participants are asked to submit as much information as possible, including total implementation costs, annual energy and cost savings, and the associated GHG reductions. This information is then compiled into a final report and publically disseminated. Details on costs, energy savings and GHG reductions are discussed across a variety of corporate and community sectors. Informative case studies are also provided along with information on funding, implementation and how to achieve similar results.Download the Latest Report
